Leadership

David P. Morgan

David founded TMD in 2019, bringing 23 years of FBI experience to independent investigations and security consultation. During his FBI career, David investigated international terrorism and supervised financial crime, cybercrime, and resident agency operations. His work included complex fraud investigations, computer intrusions, and human trafficking matters. After retiring from the FBI, he worked in risk management with the Stark County Educational Service Center and later served as Director of Investigations at Flannery | Georgalis. That experience informs TMD’s work with schools, education counsel, and other legal clients. David has served as an NFL Integrity Representative since 2022. He also served as a Senior Security Manager during the 2025 FIFA Club World Cup.

JULIE E. MORGAN, J.D.

Julie E. Morgan, J.D.

More than 27 years of FBI experience, including supervisory roles in internal affairs adjudications, health care fraud, and civil rights. Julie contributes investigative expertise to select TMD matters. Her FBI career included reviewing employee misconduct investigations, preparing adjudicative recommendations, supervising complex investigations, and testifying in federal proceedings. Julie is admitted to practice law in Ohio and earned her J.D., cum laude, from the University of Akron School of Law. Julie also brings extensive experience with insurance subrogation matters.
